From the look of his feedback, it's legit.

You guys are just giving your money away to a scammer. All he is selling is flash memory and these drivers? This will end very badly. He's already hooked over 500 suckers are $28 each so he has already netted $15K due to the fact people will ignore their good senses when they see something that is too good to be true....

Even more ingenious, I just realized he requires immediate payment too. Wow, you guys do realize that Paypal won't give you any money back after he cleans out his acccount. With the promise of free shipping, he'll have a week to rook people. I bet he gets $30K+ before he's done too.

Think of it this way, it's gonna cost $20 to ship it so he's giving them away out of the kindness of his heart?

It looks too good to be true. 30$ for a 2 TB external hard drive. Those drives sell for about 140$. Also, free shipping from China. He already sold more than 500 drives and still have them in stock. This looks like a scam.

I would say its a scam. Anyone who had that quantity would have paid for them and know what they are worth. Another poor sign is that he has no history of selling computer hardware. If he would have had other completed auctions that had sold hundreds of items, and the buyers were happy, it would look less suspicious.
High feedback doesn't mean much, probably a hijacked account.
Apparently the auction qualifies for buyer protection, but even if you are able to get a refund from paypal, it would probably take 6 months.
Hope you can get your money back.
