EASEUS Disk Copy is freeware, you burn the iso to a cd or flash drive and boot off it, it'll let you do a drive clone to a new hard drive.

EASEUS Disk Copy: Free Disk Copy, Disk Clone, Partition Copy Software. Sector by Sector for hard drive backup freeware.

Cheers

If you're purchasing a new drive you can also go to the manufacturer's website. Pretty well all of the HDD manufacturers offer a decent application for cloning an older HDD over to a new HDD.

Since this is an HP, the first thing I'd recommend though is to burn off your backup disks if you haven't already just in case something goes wrong.
