Default USB 3.0 Enclosure with Sata, limited to 3gb/s or 5gb/s?

New enclosures which have USB 3.0 are compatible with SATA I/II hard drives which are limited to 3.0 gb/s. So theoretically the enclosure will not be able to perform at 5.0 gb/s correct?
