Having trouble formatting Sata II drive

Hi guys, I'm trying to fully format my WD640GB Sata II drive and am running into problems. I currently have, or had Vista installed and with Vista there's no option to completely format the drive (like the blue screen with the % progress bar in XP) all it does is zero the drive. I'm looking to reformat the drive entirely, like is done off the XP disc.
I tried putting in the XP disc and trying to do it there but it won't recognize anymore than 130GB, 131062MB in XP.
I've tried a while back using the Maxtor, Seagate, WD tools by downloading them and trying to burn them on disc but none of them seemed to work properly. Has anyone downloaded and successfully used these tools?
Does anyone have any ideas?
