I'm sure Rogers isn't the only ISP throttling bit-torrents. Even Algonquin College in Ottawa does it, sucks for people living in res. |

Rogers throttles in some places, but people in the past week have reported throttling is gone in some cases. Bell throttles even more so than Rogers, and they also throttle all of their inde ISPs. However I'm not sure if their throttling affects wow. |
Bell only throttles during peak hours and in public sites. If you run during the day or late night after throttling on private sites you don't get throttled |

I've been throttled by Bell during the day on some specific sites. One has university lectures and it starts off well enough, then degrades rapidly, both download or streaming (PC). Yet if I download a large file somewhere else, it's fine. And I noticed (a couple of years ago) that COD was throttled on and off, but Killzone wasn't (Playstation 3). |
Not the first time this sort of thing has happened. I play Vindictus, which uses a P2P system, and there have been a few times over the last half-year where we would have people from Ontario who had Rogers, suddenly unable to maintain their connections with any sort of consistancy. |
