Default ram voltage question?

i'm somewhat a noob when it comes to picking ram.
but i found two kits of corsair vengeance memory.
both are 2X4GB kits of 1600mhz and 9-9-9-24 timing
one is a low profile version and the other is not.

however, the only difference is that the LP version is a 1.5v and the regular one is a 1.35v.
i'm assuming that lower voltage is better, but am i correct?

Not always, the samsung low voltage stuff has a rep for overclocking well Newegg.ca - SAMSUNG 8GB (2 x 4GB) 240-Pin DDR3 SDRAM DDR3 1600 (PC3 12800) Desktop Memory Model MV-3V4G3D/US

which one will be better and more noticeable? tightening up the timings or raising the speeds an loosening the timings? I'm probably not going to Overclock much. so is the 1.35v good for stock use? maybe some timing tightening.

only the samsung is good
but keep in mind that on 2011
2011 has a crazy memory controler

the other 1.35v stuff will not overclock
