Yes I would say this is true for our ddr2 ascents. With there 2.0-2.1v , active cooling shouldn't be needed at all, since they haven't got warm at all during hci memtest while using 2.25v for me. I even used 2.35 bios (overvolts to 2.45v) with active cooling which also didn't feel any warmer then room temps.
