I have 2 AMD Opteron OS4130WLU4DGN CPU's
and 2 Noctua NH-U9D0 A3 CPU cooler's

Just want to know what these are worth

I dont know we just found all of this stuff in the warehouse, I am thinking about getting a mobo but want to know if it is possible to use a dual CPU system to game at all? if not it would be a good media server

Sure, as long as you have at least a physical 16x PCIE slot. Can be 8x electrical, no issue. Those are Socket C32 CPUs, a mobo for that is 300$ on newegg and has the slots required for gaming. Maybe you could find a cheaper one on ebay.
