Makes sense to me. If I'm reading it correctly, this isn't a passive link to the file like you'd get from a google search, somebody actively posted the link, and thus (imo) is just as guilty of making an illegal copy of something available as the person who copied it and posted it in the first place.
OTOH, I see this as something that should be directed towards the users who are posting the links, not to the websites they're using to do it, which I"m sure is not what the MPAA has in mind as they've never been all that keen on doing the legwork of going after individual users.
