Useless? If they were useless, we'd have to pay $2/GB and be sent back to the stone age. I'm not understanding 100% of this ruling, but from what I read, it's neither a win nor a lose for consumers and independent ISPs.

It's a win that Gigabytes will not be billed. It's a loss because the price per 100mbps of interconnect is absurd.
