Hrmmm... I think once you make a new partition on a TRIM enabled SSD with Windows 7, the TRIM command automatically gets passed by the operating system.

Go to your Command Prompt and type:

fsutil behavior query disabledeletenotify

it will come back with one of these two settings

DisableDeleteNotify = 1 (TRIM is disabled)
or
DisableDeleteNotify = 0 (TRIM is enabled)

IF its set 1 type in:
fsutil behavior set disabledeletenotify 0

Apparently only certain AHCI drivers are capable of passing the TRIM command.
This is as of Dec 2009.
The default microsoft Windows 7 AHCI sata driver for sure works
Apparently the intel rapid storage drivers might work
The Intel Matrix Storage do not work

The downer is if you installed the intel matrix drivers you cannot unistall them easily. They keep coming back. I want to use the MS driver, but cannot seem to make it work after the fact.
