In short, you can run it, but long term no one will agree and it may cause damage in the future. You will be running your psu to the max or close to the max and for a psu that is never good. You wanna run your psu around 60-80 percent at full load for stability etc.
So in other words I should go with a higher wattage power supply if I want to run the GTX 280.

Thanks everyone for the input. I'm gonna hold off on the GTX 280 and a more powerful supply. No money to play with at the moment lol

Just an update:

I went ahead and bought the GTX 280, and it ran in my PC fine. The problems started when I tried to overclock the GTX 280, in which case I got really freaky texture screwups. Set everything to normal, and it ran perfect...
