Default PSU - can't shut down - 4 pin power still going

I swapped a AX750 for another AX750.

I go to shut down computer, normally it would turn everything off (except for a couple standby LEDs on motherboard - MIIIF)

New PSU comes in, I shut down computer - hard disk turns off, monitor image goes away, but the fan controller and pump (connected via 4 pin to PSU) does not turn off. More LEDs on the motherboard are still on as well.

I have to manually flip the switch at the back to turn off the computer.

I've tried removing the front panel connectors and still same problem so it's not the front switch problem I believe.

Also want to note that holding down the power button on the motherboard itself - the "start" button - will not shut down the fans either - so likely not a BIOS issue?

Any suggestions as to the solution of this?
Bad PSU? Motherboard messed up somehow in the PSU change?

the proper signal is not going where it should be, i believe. probably psu, as your other one was ok, right?

btw what happened with #1?
