My System Specs

Default PSU for budget build

Athlon II x4 620
Gigabyte MA785GMT-UD2H 785G motherboard
2x2GB Crucial Ballistix DDR3-1333

System will also have a 500GB HDD, and a DVD-RW... probably a few fans.
Not sure about video card yet, but it won't be hign-end.

Would this PSU be worth the $$$?
There's a free shipping special right now, so if I do get this PSU I'll also be ordering a case and maybe even a HDD.

NCIX.com - Buy Antec Earthwatts 430W Power Supply ATX12V V2.0 20/24PIN Active PFC 80PLUS 80MM Fan - EA430 In Canada.

Well, there is an NCIX sale in a few hours...might as well hold out and see if anything's good rather than buying something at regular price.

I would also wait for the sale, maybe you will be able to get a nice PSU or shipping deal. I am not sure how much it would cost shipping all those items, but I would also look at this thread Q9400, GA-X48-DS4, Mushkin Redlines, Antec 430 Basiq, fan adapters maybe you could work something out for that Antec Basiq.

Its not a bad brand by any means, its just not a brand people feel like they should recommend it. However, it would be fine for the build as planned, but if you add a GPU, maybe I'd consider a "pricier" GPU like this Antec EA 650W for the free ground shipping (helps compensate the higher price. Otherwise, if you don't mind MIR, there is this Seasonic S12 650W or the Corsair VX550. Those 3 would be PSUs most people wouldn't have any problems recommending.

Maybe not the most recommended brand, but a decent price.
What's my video card limit if I get it?

Am leaning towards the Antec, but don't know if I'll really need that much power in this rig.
Nothing else on sale this week that gets my attention.
I really dont' want to spend more than $50 - $60.

I have a Basiq 350 and I am happy with it. My system only draws between 60 and 110 watts so a few percentage points of efficiency is pennies an hour extra to operate. It would take a long time to recoup the price diference between the $38 Basiq and the 80+ certified units.

One problem, though, is the cables are very short. On the 350 there is also a lack of SATA cables. Measure your case before you buy.

The 430W Earthwatts is plenty for your build with any single-GPU video card (including something like a GTX285, even though you won't be using one). You don't need a 550-600W PSU or anything like that.
