Default Q9550 clocking @ 2.66ghz instead of 2.83ghz

I've been benching my system lately and I found that when I run the prime95 stress test, I only achieve a clock speed of 2.66ghz (see photo). Has anyone encountered this or know why this is happening, since its supposed to be clocked @ 2.83ghz (this is the clock speed detected in the system properties. Before disabling C1E it was @ 2ghz.

Problem solved. For some reason the multiplier was set to 8x in the BIOS, and there was an option to fine tune the multiplier by 0.5 that wasn't set. Weird that this was not set by default.

Nothing wrong with 50 degrees at all, it depends entirely on what kind of cooling you're using.

Default Magical 4 GHz

Ok I know it is possible, after reading the setting for lots who have done it but is there some additional magic to coaxing 4 GHz out of a QX9650?

I spent two evenings trying various settings and the closest I could get was 3.8 but that wasn't stable for games despite running Prim95 for a few hours. Which means it couldn't be relied on 24/7. 4.0GHz would not even boot.

Temperature didn't appear to be a problem as core temps never exceeded 53C and NB never exceeded 49C. All air cooled.

I am wondering if the RAM may be the holdback though the RAM settings don't change between 3.0 and 4.0 GHz. Thoroughly confused as I haven't seriously tried to overclock anything since K6-III/Pentium 2 era when it was *much* simpler.

Rig specs are here: NyeOwl's Perch

Any suggestions would be appreciated. I'm currently running at 3.6 GHZ and things are quite stable. Just can't seem to find that magic #4
