8.99 gb Usable RAM

I just bought new RAM and when I go to overclock my cpu using my settings I had with the old RAM it shows in the control panel under settings "8.99 gb usable". Now I've had this problem before but I was able to fix it by settings the MCH Strap to DRAM Ratio. Now that I bought new RAM and I go to set it to DRAM Ratio I can't get it to post. If I set it auto I can post and boot into windows but like the title says, I only have 8.99 gb usable. Now this only happens when I overclock.

Any suggestion for fixing this?
