What are you using to read your voltages? I found OCCT to be way off, (it says I'm at 1.42V vCore), so the only utility I trust is the motherboard's OCing software (for me that's Gigabyte EasyTune, which states 1.260V, which is in line with the 1.255 I set in BIOS).
At 4.2GHz I never broke 56 degrees C in stress tests (Prime95 in-place FFT, Linpack), and that's on a Prolimatech Megahalems + Arctic Silver 5 + Scythe S-Flex fan. See if you can use a lower voltage but with VDroop Control / Load Line Calibration turned on.
