Default Quick question about OCing and cpu VID

From my understanding, VID means the stock voltage that a chip runs at?

For example, one of my i5 750 shows 1.02 in cpuz at idle, stock settings.
Another 750 shows 0.86 in cpuz at idle, stock settings.
Although, they are on different motherboards (would that affect VID?)

Based on this, can I assume that the second 0.86 voltage one will overclock better?

Or not very related?

I am getting stable 4ghz at 1.25 vcore on the first cpu, and haven't tried OCing the other. Should I expect better results?

Yes, lower VID's tend to overclock better at lower voltages. That's only for the chip though, you need to make sure all of your other components compliment the chip nicely. Putting your i7 860 in a Biostar P55 board is not the greatest combo xD

A CPU with a lower VID does not necessarily reach a higher maximum frequency than one with a higher VID. All it means is that you will probably be able to reach higher overclocks with stock voltage.
