Your Vcore sounds good.

Try manually applying pressure on the heatsink while the computer is on to see if it has an effect on your temps.

70C is ok for a C2Q, but $50 for stock cooler performance isn't so great.

ok so just to follow up, i reset my heatsink, got some arctic silver premium, ran the cores at 100% now im getting a steady temp reading of 65 on speedfan with the offset.
i havent used coretemp yet...
anyways thats at least 5 degress less since i couldnt even run the cpu at a full load for very long.
it idles at 32 celcius now
all in all you were right about the HS issues, and i am please with my temps, i really didnt want to go out and spend 50 bux on a new HS
