Perfectly safe. In fact, it's impossible to run an i7 at an unsafe temperature because it will shut itself off before it can get that hot. However, the CPU will throttle at 100C, so I always recommend keeping things below 90C just to leave some headroom.

That being said, if you can get your temps down, then by all means do it.

Okay well lowering IMC voltage to around 1.16 and Vcore in CPU-Z is 1.346 has me at 70-72C for core 1 2 and 3 while Core0 is at 74-76C

The CPU contact is good I checked twice, first thing I did was seat the heatsink with too much thermal paste just to check contact (as if I was writing a review you could say)

Okay well it looks like my chip just doesn't want to be stable at 4GHz with anything under 1.36v. Going to have to try a few combinations at that voltage and maybe increase the IMC voltage to 1.25v (is it even safe to go that high? Intel spec is supposed to be 1.21?)

You've got flexibility with the IMC voltage. Remember, it's vitally important that there is no more than a .5v delta between VDIMM and VTT. So if your VDIMM is 1.65v, then you cannot go below 1.15v on VTT.

In terms of a max, I've seen some guys run VTT at 1.5v on an i7 860, although I would hesitate to recommend that! For my own part, I've got 1.35v running though there, 24/7. It's all good. And yes, more VTT volts help a GREAT DEAL with OC stability on an i7 860. You may find that you need less VCORE if you up your VTT.

Well I have my vDIMM at rated speed of 1.5v. Mind explaining the 0.5v delta part though? I'm not sure I understand the reasoning behind that.
