When you installed the new sticks, did you clear the cmos? Clear it if you havent and try one stick at a time. I am not sure how the boards bios looks like but I would suggest to start off with 1:1 ratio.

Problem is the the "auto" setting on cpu level-up, and alll the voltages on auto. All those things on auto for ovltage need to be set manually, especially the ram. Make sure the votlage is set to 2.2v, and yes, change that 5-7-7-20 to 5-5-5-15. TRFC can be set to 60, rather than 71. you may need to set chipset volts to 1.4 or so...I'm really not all that familiar with nVidia chipsets.

I'm sure someone else will have ideas as to what you set the other voltages to...

My System Specs

Default

I'm currently using the same chipset. I'm using OCZ platinum DDR2 800 (not rev.2) With my 6400 8X at stock, I was able to overclock ram past 950mhz stable by bumping voltage close to your reapers. I am now stable @3.4 (8X425 1700fsb)with the following;
Unlinked
I have C1E disabled
mem optimal instead of expert
ram 5-5-5-15-23-2T, 15:16 ratio
SPP 1.45
MCP 1.52
I tried the 1:1 ratio, but couldn't get it stable

Try running your ram at 800 and see if it will boot.
