As soon as I hit 3.0ghz on stock voltage, it restarts. So I bumped it up, and i'm at 3.2ghz right now, seemingly stable. (not 100%sure how to be sure of its stability). any help on that would be great.

What kind of disappoints me is how some people have been able to get to 3.5ghz on basically stock voltages.

Just run prime95 or run 2 instances of ORTHOS and set affinity in task manager so it uses all 4 cores, they'll run the CPU at 100%. Let it do that for an hour or so, if you get no blue screen of death it's pretty stable... go as long as you'd like.

While you're doing that, monitor your temperatures with coretemp or realtemp.
