Depends on the CPU. An E8400 shouldn't but if you have an E2xxx or an E5xxx series it might need that much.

What's your room temperature? The sensors on my DFI board report (at best guess) at least 10c under actual temps so you might want to take the temps you're seeing with a grain of salt.

Not a big deal with the kind of temps you're seeing now, but something to think about if you push the OC to a point where you are seeing temps at the upper end of what is considered safe.
