I canít tell you how much voltage your specific cpu is supposed to use every cpu is different. The warning youíre talking about is it asus ai suite giving you the warning about voltage? You know the little black box in the bottom corner of the screen with red writing? If so then ignore it, asus ai suite is terrible it will constantly throw out false readings like cpu or mobo temperature is negative 100 centigrade or in your case to much or too little voltage.

1.28v for a 3820 is perfectly fine and wonít damage it. I canít tell you about your temperature as I donít know if thatís idle or load temp. You should run prime95 or aida64 or something similar to get max load temperature.
