Default 16bit applications in XP

Does anyone have any tricks to get old 16bit apps running in XP? I keep getting the "16-bit MS-DOS Subsystem" error message when my application freezes up. Compatibility mode has no effect in any setting. Looking for any other tricks before I kick this thing to the curb.

I thought the VDM ran by default in XP when you use Win95/98 compatibility mode?
