There is no "Windows 8 Ultimate". Just Windows 8, Windows 8 Pro, and Windows 8 Enterprise.

The closest to Windows 7 Ultimate is Windows 8 Pro with the Media pack enabled.

Check this out: Windows 8 editions - Wikipedia, the free encyclopedia

From what I gather, the licensing options are with Enterprise Edition. So professional should be single licence only.
