Dusting off the cobwebs

What do people use for GUI Wireframe prototyping these days? what is good?

I have a couple of things I am looking for;

- I would like to get something not hosted
- A option for export to X language. I used to use a wire frame program that did this and it saved a lot of time.

It has been probably 5 years since I have programmed anything. Now I have the time and resources to get a project I have been bouncing around for awhile on the go. Just need a decent tool to start off with.
