Windows 98/wordpad!!

I have a computer at work that uses windows 98 on it. How do I make the computer default to Wordpad and not note pad?? They post out programs from the office and somehow I need to DEAFULT windows to use Wordpad?? by right clicking on the file, there is no option to choose a program... also, I have tried to disable Notepad hoping it would force windows to use Wordpad, but that didnt work..... Should I ask the office to start posting out files in Word documentation??

Hold down shift key then right click
select Open With
Select wordpad
Check 'Always use this program...' at the bottom
