Cannot view my site

I just installed SSL on my website the other day, now I'm having all kinds of trouble connecting to the site, even when I disable the SSL it doesn't want to load or it does and literally I swear 0.001kb/s, when I tracert it there are two majorly high pings on the way to my datacenter and my ISP guy just sat on the phone and uhhh...unplug your modem....ok ummm do it again, six times later I told him it wasn't going to work, and he tells me well say bye to your site and the fuc nuker hangs up on me so i called back and when this happened in the past it was cause the site was getting blocked by there tier 2 network cause i visitied so often they thought it was a botnet (I visit my site about 500 times a day)

Anyways, did a system restore same problem...should I try and format and see if there was some bug causing it?...
