Why dont you unlock the taskbar and move it to another portion of the screen temporarily so that you can access that particular region of the desktop? That way you can ascertain whether its actually embedded onto the taskbar or just free floating on the desktop, might sound kinda redundant but it'll actually help tons from a diagnostic perspective.
