Default Window refreshing problem.

Hi, I am trying to fix a friends computer (running windows 7) and just can't find a solution to his problem. The problem is that open windows keep refreshing at a seemingly random interval. This is causing text cursors and pop up menus (WiFi selection menu for example) to disappear without warning. I have thoroughly scanned the computer for viruses. I have checked the registry entry that controls window refreshing. (I forget what it is called) I have tried using system restore and reinstalling the video card drivers. Nothing seems to have any effect on the problem though. The only remaining idea I have would be to try using a windows repair disk. Any ideas would be appreciated.

Considering that you already reinstalled I'm assuming the problem would have been fixed, but I'll just throw in as a piece of late tech advice in case it happens again, it might have had something to do with his keyboard drivers assuming that he has a fancy gaming keyboard that requires a separate driver install. Some of the proprietary software can be pretty buggy and unreliable.
