Default prevent standard user account from installing programs

is there an easy way to prevent a standard user account from installing programs under windows 7 x64? i would like an easy to use program to control it. it's for a newbie friend to prevent her brother from installing crap on her computer.

Just make a user account for them limiting them to not being able to install programs without admin log in

These items can all be controlled by using an Admin account to modify the UAC in Win 7.
