Default converting/opening old files

I have some files on my computer that I would like to open but they use the .php file extension. I believe they are from an old windows 2000 publisher and I have tried everything to convert/open them. I cannot find any current program that can open a .php file(no it is not a web file, just business cards and stuff). Any ideas?

uh .php is a script that opens in any text editor.

as far as I know, .php is only ever been used for php files. publisher files are .pub

well this is not a .php web scripting file. It is from windows 2000 home publishing and I cannot find any program that can open it, unfortunately I cannot get my hands on the program, and even if I could it probably would not install on vista or 7.
