Start Button and Taskbar problems. Win 7

Basically the problem is this. After using the two objects in question alot they kind of freeze (The little loading circle is there when you leave your mouse over the taskbar). You pass your mouse over the icons and they do not react. The only thing i have found that can help is either crlt+alt+delete to log ou or switch users and that just delays the inevitable. I have a OEM version of windows 7 Home Premium installed and I believe it might be the esplorer process that might not be working properly. How could I fix this?
