Default W7 Toolbar Help

Below, the toolbar is a little different then what I've seen.
How can you do this? with small docked apps on the left and large open windows to the right?

There's a way to bring back Quick Launch toolbar in Vista/XP/etc. So that would do the small icons.

Similar way of going about aligning the taskbar icons to the right side: Center Align Taskbar Icons in Windows 7 - The Microsoft Daily

ok i just found this and it's real easy so why will my 7 not do it. everything work right up to of the programs still show up on the wrong side of the toolbar.
EDIT well for some reason i can not get them over to the new tool bar by just dragging them like it says it won't work that way for me but i can just put a link for it in the toolbar folder and that's good
