I have felt your pain, Mark. I also had a Canadian issue to sort out and kept getting bounced back and forth between Canada and the US. Try calling them again but make sure you keep your particular problem on the top of the agenda. "Can you help me buy with a Canadian address?" "Are you transferring me to someone who can help me buy with my Canadian CC?"
Keep a list of the departments you are transferred through and who you talk to. Once the list gets to be five or six people you can start complaining. This will break them from their scripts. The people you are talking to are call center drones. They are in control of the situation about as much as your mouse in in control of your computer. Keep on them, keep them focused on your needs, and when you get enough evidence escalate it to a supervisor.
It is no fun but if walking down to the local Bureau en gross is not an option you can probably make it work. Best of luck.
