Quads aren't going to help.

8400 will clock better and give you better performance for games.

My main concern now is with the video card.

For CPU I am going to take E8500 and OCZ Vedatta 2 as the cooling.

E8400 + light OC will save you some money. (Get mx-2 thermal paste).

Video card: 4870 I think is your best choice. If you won't budge on the mobo, then maybe a GTX 260/280. Not sure what to recommend.
