At minimum, swap the 500GB drive for one of the newer & faster 640GB models from Seagate or Western Digital.

No you wouldn't...the 4850 is a hundred dollars cheaper and surpasses the GTX260.

For a CPU cooler i'd go with a Xigmatek HDT- S1283 CPU Cooler Review. I also think a Corsair 750w power supply is better IMO and also cheaper in price (but i don't think money is that big of a factor in your budget :P).

I agree 110%. My PCP&C 750W Silencer is extremely quiet. Maybe the one you got, cyberspyder, is defective one because mine is compeltely inaudible. It is by far the quietest thing in my PC, and my only fans are Yate Loon low speed fans @ ~9V. Even with all but one of the Yates turned off, I can't hear the PSU at all. I just checked, and with a X3350 (quad) + heavily overclocked 4870 + 4 HDDs, the fan is barely even spinning at idle. And I've never once noticed it during gaming.

I just installed CF 4870's and worked out that the load when gaming should be around 580watts. When gaming the silencer is not audible relative to the GPU's, it still runs quite cool as well.
