Wrong. When I built my first PC, my mom kept insisting there was something wrong with the computer because I kept opening it up. Then the second build came, and she kept asking me what was wrong with the first one.

So, yeah, what SKY said. If budget is a concern (as it was mine when I was 15), get a lesser video card and use the saved money towards a PSU. Granted, your CPU will be holding you back severely, but it's better than nothing.
A full upgrade on the cheap would be: $48 Celeron E1200, $50-60 mobo, $30-40 2GB DDR2, $50-80 PSU, $50-150 GPU. Possibly less if used? CPU would still be a bottleneck, but it'd kill your current one.
