Intel Core i5-3570K, XFX Radeon HD 7870, Zalman Z9 Plus - System Build - PCPartPicker Canada An option?

Cheap tower, will do the job.
$120GB SSD, feel free to swap for a HDD
3570k + z77 board
7870
XFX 550W Bronze (seasonic based unit)
Win 7 home (really any need for pro?)

Use price-match on NCIX / Memory express to get these prices and shipping from 1 place.
If you really need the budget cut back, drop in a cheaper 500GB Hdd to save $50 and you can drop down to a 7850 too to save a bit..

That build will work, but with that budget I think you have put too much into the case and pro version of windows. I would save some money on those and invest it is a bit better motherboard (socket 1155) and the best CPU you can with the remaining budget (i3 3220/ i5 3470 or 3570k).
