My System Specs

Default New build turns off after a few seconds then turns on again.

It's never ending. Nothing shows up on-screen. I suspect that I put the water-cooler all wrong because I've never used it before but I've had overheating issues before and the comp doesn't turn back on..

It could also be because there's no RAM equipped (it should come in tomorrow, I just wanted to see if it would at least boot)..

Every part is new.

Im no expert but i would assume you need ram in order for it to boot?

it should "power on" but will not "boot" it need the ram to access the bios information and such, usually if the motherboard speaker is installed and the motherboard has lights on it, with no ram it will do specific beeps or show specific lighting to show that no ram is installed.

No RAM - no dice. Should give you 3 long beeps.
If same happens with RAM, then disconnect all fans from MB (except CPU fan) and/or check if any of fan headers' pin bent to touch each other. It is to make sure that no fan is plugged in so called "PSU fan header".
