Drop to 2x2GB ram..., 8GB for a web browser is silly.

Other than that.. I see no fault with it

It's possible that you'll get a bit more power for your money (or save some extra) by going down the AMD route..
I believe you will also get better graphics (even though your not gaming it will help with any video play-back).
I'm not really clued into AMD's newer chips, so I'll let someone else make a further or better suggestion on this..

If all you want to do is browse the web... I'd say get a tablet.
The only downside to a tablet is the limited screen size. Hell... with the right connector, even the screen size is no longer an issue since the proper connector will connect your tablet to whatever viewing device you have at home.

Looks great for its use. I would stick with 8gb of ram (just because of the minimal cost difference vice 4gb). You could save a few bucks on case/ power supply if you buy a sale.
