FINALLY GOT NEW PARTS... not an improvement

ok so i have rebuilt my machine almost entirely.
my outgoing build is;
qx9650@3.0ghz, 4gb ddr2 1066mhz, hd5870, asus p5g pro turbo, custom liquid cooling.
my existing build that has taken months to save up for now that im on my own;
i7 960 3.2ghz, 12gb corsair 1866mhz, hd4870 x2, evga x58 3x classified, stock cpu cooler.

ok so I have noticed a few things that really Grind my gears!
it takes longer to start up-i mean even the evga logo at system startup, and don't get me started about shut-downs! before it would take maybe 2-3 minutes from the desktop to shutdown... i was ok with that but now it takes abound 10-12 minutes for everything to power off.

the only things I am using from the original setup are my 1tb black and 2tb green hdd's and my corsair 850watt psu.

my games have been running good! until today i start a game and my whole machine locks up and when i restart the machine i have to reset the cmos to get it out of a loop...

I could go into more details but can anyone help me with any of this?
this has cost me hundreds of dollars and its not as responsive as my old setup.

Should used the HD5870 from previous build in the new build unless it is a Water cooled GPU.

your runnin 12gb you need more vtt

update to latest bios startup is faster

2 videocards you need more ioh voltage

I'm just curious as to why you dropped down to a DX10 video card when you had a much better card before...

As for bootup times, X58 chipset is just slow like that. Nothing you can do to change it.

And like others have said, if you're having stability issues, update to the latest BIOS and manually adjust your voltages as needed. You bought a EVGA Classified motherboard, it's not designed to be a plug-it-in-and-forget solution like the more middle-ground ASUS/Gigabyte/MSI boards. It's made for overclocking and tweaking every possible setting, so I'm guessing the "default" values are not optimal.

that all sounds great.
I will certainly do that when I get home.
I still have all of my other parts but i wanted to use them as a secondary computer for when guests come over etc.
I did not re-install windows i just plugged in hdd and went on installing drivers after removing old ones lol.
i am new to i7's so i will come back with questions on voltage etc.
i do not doubt there was not enough voltage.
there was an option to turn on the xmp profile which if im not mistaken thats the optimizied settings?

i did notice the 5870 was twice as fast in 3d mark 06 but most of my games run smoother than ever.
i think it is my 5870 but dawn of war gets graphics glitches all the time and it crashed all the time.
buttery smooth with 4870x2
the 5970is non reference by gigabyte

This right here is likely the heart of your problems. Going from 775 to 1366 entails a massive number of changes from one mobo generation to the next.

Windows is likely hanging on boot and shut down as it loads / searches for drivers that are no longer part of your system. This can also cause BSODs, performance reductions, long boot times, slow program loading, etc.

+1^^^^^^^ Dude, Windows 7 will boot with all new hardware but for the love of g0d, do a fresh install!

Also, get off that WD HDD as your boot drive. I did a test the other day. I have Black ops on my Sata 6gbps SSD and to load the new maps takes maybe 2-4 seconds. I transfered it to my RAID1 WD Blacks and the load time was easily 3x-4x longer.

So what Im getting at first reusing your window install is most likely causing your major performance issues (did you reuse windows install for the 775 system?!?! and then for the 1156?)
Next your HD is acting as a bottleneck for your system.
