Could maybe lower the HDD space to something around 500GB maybe drop about $30-$40 in price. The board too, maybe go for a lower end ASUS or there are others out there below the $100 price point you can also consider.

He is not overclocking so he shouldn't need such a good board. People get them cause they can push the limits, your brother doesn't need it

For the GPU, I suggest getting this instead as Starcraft 2 is CPU hungry but you can get the Sapphire HD5850 which has even better performance than the GTX460 non SE version. This hierarchy is such that HD5850 > GTX460 > GTX460 SE. The HD5850 costs cheaper as well compared to the EVGA mentioned that costs $160.

Newegg.com - SAPPHIRE 100282XTREME Radeon HD 5850 Xtreme 1GB 256-bit GDDR5 PCI Express 2.0 x16 HDCP Ready CrossFireX Support Video Card with Eyefinity

As you are using a non overclockable CPU, you don't need the overclock ready motherboard with the P67 chipset. Any H67 chipset will do but I'll list the 2 cheapest available. A full sized motherboard that you chose is unnecessary as it has PCIE 16x4x which is not as ideal as the more expensive motherboards with PCIE 8x8x.

Newegg.com - MSI H67MA-E35 (B3) LGA 1155 Intel H67 HDMI SATA 6Gb/s USB 3.0 Micro ATX Intel Motherboard
Newegg.com - ASRock H67M (B3) LGA 1155 Intel H67 HDMI SATA 6Gb/s USB 3.0 Micro ATX Intel Motherboard

It will be better to get a single 4GB stick of RAM instead of 2GBx2. A 4GBx2 would be better but pick according to your budget and stick with DDR3-1333 for H67 boards. To wrap it all up you need a PSU and this 500W from Corsair is good enough for your needs.

Newegg.com - CORSAIR Builder Series CX500 (CMPSU-500CX) 500W ATX12V v2.3 Active PFC Power Supply

You can shave some money if you change the Case to the Haf 912 and change the CPU to the Core i3 2100 Dual core SB CPU. And change the Video card to the GTS 450.

None. You may list out the prices from Newegg Canada if you want to.

just a side note if your looking at sc as your main game, there are wierd problems between ati cards and blizzard games.... for instance the some times the mineral patches will not show up, just something to think about, i have the gtx 460 which with rebates usually isnt too expensive, great alternative to 5850.
