Generally yes, but there's also the question of how much effort AMD is putting into the binning of their chips. The release of the 1055t /1090t procs is an example of this... when they were first released, there did appear to be about 200 mhz gap in overhead. Most OC reports on the 1055t had them averaging out around 3.8, while the 1090t chips seemed to be averaging out around 4G.
Are they still binning that well? Only time will tell.
