I am waiting for deals to come around. What ati video cards have good folding performance, that may be marked down?

At this time, none of them. Last time I checked, the highest end ATI card didn't match the PPD of a 8800/9800/250 class NVidia card. That may have changed, but if it had I would have expected to hear something about it.

If you use 2 nvidia sli cards without an sli link, can you fold on both? The sli is meant to create a single output stream. Folding doesn't require a single stream.

Yes, that's how the great majority of folding farms are set up. I ran two 4 card setups during the winter/spring of this year.

You can fold on multiple cards with or without SLI in use. CUDA allows individual GPUs to be targeted while in SLI mode, and of course when not in SLI each GPU is independent from any others. If you need instructions on setting up F@H on multiple GPUs, I can help you out with that.
