Low Budget Build
My 2nd build i am doing for a friend, i am looking for a configuration around the budget $250-$450. General use PC,Low end gaming but upgradable in the future. Any Suggestions?

Athlon II x2
2x2GB low cost DDR2 RAM
780g chipset board could be found for 70$ or less. Avoid nVidia chipsets.
500GB WD Black HDD. Pinch extra but a good performer.
GPU will depend what games you are wanting to play.
Stick to a reputable brand PSU (Antec, Corsair, Seasonic, etc) and case is an aesthetic choice.

I'd say i3 530, 2GB DDR3 (upgrade to 4 or 6 later, since prices right now are through the roof) H55, a 500-640GB Caviar Black, Barracuda 7200.12, or Spinpoint F1, NZXT Gamma (or similar), cheaper Corsair, Seasonic, or PC Power and Cooling PSU, and if the integrated graphics are enough, use them. If not, use them until he's got a bit more money for decent discrete graphics. Not sure how "low-end" he's going.
