My System Specs

No gaming ?
I would say IGP + Quad would be plenty.
Waiting for the NCIX specials to start but off top of my head:
Athlon II X4 620 Combo w/ 785g mobo DDR3.
4 DDR3 Ram
Graphics built into mobo.
Corsair 400w PSU
HDD: Your choice, but WD 640gb Blacks are reccomended quite often here.
DVD: Any SATA one ..
If you need a case: NZXT Beta/m59, Antec 200/300, CM690, are all within your price range.

I'll edit after the sale starts. ;p

The build kills any prebuilt ... even with any added cost of OS + monitor.

Why do you want a GPU if you're doing little gaming on it? Having said that, look into the ATI 4850 or 4830 if you can find one for cheap. PSU, OCZ StealthXStream 500W. I got the StealthXStream on another rig and it's pretty good for the price I got it.

Are you going to overclock?

The 400W power supply can handle that CPU AND a Radeon 4770 if you don't overclock. (from experience of running a dual core and a hungrier Radeon 4850 using a 375W power supply).

I say save your money and add a GFX card if you find use for it.

EDIT: Geokilla beat me to one of the comments :P

The reason for this is because i already have a gaming rig. I need another computer in the house for my sister to study on.... (she's going to college for nursing)
