Default Low wattage, quiet PC.

My uncle is preparing to do a big upgrade. I have a few parts floating around that I'm going to throw in for him. He's just buying a motherboard (with IGP), processor, and case.

He wants a system that will use minimal wattage. He's a little fussy about the temperature in his room. He also wants the system to be very quiet, unlike his current system that raises room temperature and is very loud. He also wants something that will play the game FS2004. If it can play that game it should be able to run Windows XP, Firefox, and a few other programs without a problem.

I'm aiming towards a Sempron 140, 785G, and a Antec 300 case. I have for him a power supply, 2x1GB of DDR2-800, 320GB WD Caviar Blue, DVD Drive, and a host of fans of several sizes.

Price isn't a big concern but we want it lower than $300 taxes and shipping.

His current PC is as follows:
Pentium D 915
1GB of DDR400
40GB HDD
Powercolor HD3650
CD-RW
Generic Compaq case
Generic 500W PSU

We would like the new system to be quiet, perform well, while keeping the price and wattage to a minimum.

What about an Ion mobo kit? Dual core, SUPER low wattage and tiny to boot.

I would look into either Phenom II or Athlon II. Something similar to this:

Athlon II X4 combo 179.99
Athlon II X2 250 94.88 You could also go with the X2 240, I was sugegsting the 250 even if the Phenom II X2 545 is almost the same price because it is 60W.
Phenom II X2 545 99.99

I would rather stick with at least an Athlon II because that way u keep a minimal performance.

AMD is probably a good choice for this build. Their chips run cool enough that you could probably even run them passively cooled with the right heatsink (I think the Scythe Ninja2 was a good candidate for this, but I don't know for sure).

Athlon II X2 245 - $80
Gigabyte 785G mobo - $93
Scythe Ninja - $44
Antec 300 - $50

Total: $267 + tx, sh

Something like that would probably work out pretty well. But again, I'm not that well-versed in my passive air cooling, so there might be a better heatsink out there to use for that. The airflow that the 300 provides should be more than enough to pull it off, provided you throw a couple of decent 120mm fans in the front there.

EDIT: Not that familiar with flight simulator games, so I don't know for sure how well they'll run on an integrated Radeon HD 4200.

I need a motherboard, case and processor for under $300. An Ion build would cost a little more than that and doesn't leave very much room to upgrade, let alone that the Atom might just bottleneck that poor old 9400M. Not sure if it will run FS2004 or not.

Kilauea, he would rather not buy a quad core. Those are a little too expensive, and they are pretty high wattage processors.

Alright I'm going to throw in some builds, you guys tell me what would be the best for a long term desktop. Throw in some wattage estimates, performance estimates, and noise estimates if I use 3x 120mm fans at 1000-1200 rpm.

Option 1: AMD + ATi = $293.21
Athlon II X2 240 - $67.79

you should stay with the Sempron 140, 785G,

you might be able to unlock that badboy

just google amd sempron 140 unlock

AND stay away from that ANTEC 300, that thing is loud, even with noctua s12 front fans.

Which <$60 case would you suggest to be quiet?

I agree that the 300 is a nice case, but its certainly not meant to be a quiet one.

Out of the options you've chose, I'd go for option 1. If possible, I'd try for an Antec p180 mini or for cheaper the Coolermaster Sileo.

I don't think I can stress the Slieo in; Unless I switch back to the Sempron, which isn't recommended.
