well if all your playing is WOW then you could buy most of your parts here and save allot of money because WOW isn't a very demanding game.

$700 for all that...Consider buying a pre-built system then a ASUS 9600GSO v2 from NCIX.

++

In all honesty, especially since you need everything including a monitor, you're going to have a hard time meeting that budget unless you pick up a pre-built and add a mid-range vid card to it.

Pick up a used CRT, then you have a real budget. Get an LCD panel later.

I would seriously do that, especially since I don't own an LCD myself....

As the others have said, it will be very hard to manage all that with your budget. I picked some parts to make a cheap built and while it would play wow without problems, you would have to sacrifice many things.

I would suggest doing like Perineum said, sometimes people are almost willing to pay u to take their old CRT... No, seriously, u can get them dirt cheap.
Also, mention where you live because then you could grab some parts from the BST section of the forum.

Here is an example:
Whole system 400$ from Gingerbee

Or

Intel E6300 Core 2 Duo from Himynameis 30$
Gigabyte GA-965p-DS3 from Himynameis 60$
Antec EA500 from 5ILVEgeARX 45$ + shipping
Visiontek 2600XT from cb2222 25$ (+ shipping ?)
160gb Seagate HDD from cb2222 25$ (+ shipping ?)
OCZ PC2-6400 2x2gb from bigjee 50$
LG Flatron 19in from DunF88 100$

And complete with
Microsoft XP / Vista / Win7 starting at 110$
Antec 300 for 49.99

Total 495 + some shipping and taxes and add your keyboard and mouse

Or

Whole system for 800$ from kcksteve

considering the i5 option

this is the best i can come up with

Intel Core i5 750 Processor - 2.66GHz, LGA 1156, 8MB L3 Cache, Quad-Core, Lynnfield, Retail

225.59
Gigabyte P55M-UD2 Motherboard - Intel P55, Socket LGA1156, uATX, Dual-Channel DDR3, PCIe

113.89
SAPPHIRE HD 4850 512MB GDDR3 PCI-E
103.99
WD1600AAJS (Promotional Cash Price!!!) Caviar SATA II 160GB 7200RPM 8MB Buffer (OEM)

48.99

OCZ Gold OCZ3G10664GK 4GB DDR3 2X2GB DDR3-1066 CL 7-7-7-16 Dual Channel Memory Kit

75.90
LG GH22LS40 (Promotional Cash Price) Black SATA DVD-Writer 22xDVD+R/-R 8xDVD+RW/6xDVD-RW 16xDVD+R DL 12xDVD-R DL 48x CD-R 32xCD-RW Retail

29.99
Antec Three Hundred Mini Tower Gaming Case 300 ATX 3X5.25 6X3.5INT No PS Front USB & Audio

49.99

648.34+ tax and free shipping with i5 order
Total= 680.76

then get this power supply on sale:
Canada Computers - Power Supplies > Mainstream Performance : OCZ StealthXStream 500W Power Supply - Active PFC, 120mm Fan (OCZ500SXS).

59.99 x tax -30 MIR = 37.79

Grand total = 718.55

if only i can get a used monitor for cheap then my budget wont be as tight @_@
or buy used parts from else where or consider AMD solution
